Why Isn't My Angel Trumpet

We moved about three years ago, I had several angel trumpet plants and they flourished with blooms every year. Because I am a plant lover, I transferred one to our new home. This is the fourth year we have had it. We cut it down to the ground every late fall, then in the spring it comes up and, grows to about 6-8 feet, but has never bloomed. We water it, although the mulch in the landscape holds moisture and we fertilize it. Can you tell me why it doesn't bloom? Sorry I have no pictures at this time.
