type of plant?

Someone gave me a plant with tubular base one part in the soil and the other half out. It has thin stems and slender green leaves. I would like to know more about it and if I can propagate.

Without a photo it is very difficult to name the plant. Softwood cutting is a easy way to propagate many plants. Choose a new stem of 5 inches in length. Clip with sharp pruning shares. Remove most of the leaves allowing a set of two to remain. Dip in rooting hormone and place in quality potting soil. Keep out of direct sunlight until roots develop.
