scale on cocoa plum

We have a large Cocoa Plum hedge, about 20ft long and 7 feet high and a mega problem with scale and sooty mold. I live in a condo development and suspect this may have come in with our landscapers.

Be this as it may my assoc is not the best at addressing this type of thing and my neighbor and I are working to correct the problem. I have used Organocide an oil spray and have heard that using Fels-naptha soap solution is good.

I want to stay away from harsh chemicals since we have quite a bit of wild life here in South Florida. I purchased a product call Atomic Grow from a local nursery that reputes to pep up the plants. I have not used this yet as I wasn't sure if I should fertilize just yet.

I plan on a continuing program and any help you can give me would be happily received.
