Take a semi-hardwood cutting for the jasmine

Yes, the orange Jessamine can be started from a cutting. A semi-hardwood cutting is best. Here in Florida I've had success taking cuttings mid-spring.

You may want to try different times throughout the year and see what results are best. Propagation tips: Use sharp, sterile pruning snips, rooting hormone, and fresh garden soil. Cut the tip to a length of 5-6 inches. Remove all but a couple of leaves from the cutting. Keep out of direct sunlight and keep the leaves and soil moist using a hand sprayer.
