Remove the entire aloe plant including the babies from the pot. You may want to do this when the soil is dry...its just a little easier that way. Then lay the plant on a newspaper or tarp and gently separate the babies from the mother plant. If you are going to start the baby plants, make sure they have roots when they are removed from the main plant.
The aloe Vera plant will not tolerate frost, so its best to replant them into a larger container.
Generally speaking, aloe roots grow wide instead of deep. SO its important to use a container that is more wide than deep. The pot should have good drainage holes. A good soil to use is a cacti mix brand. The are easily found in garden centers.
Prepare the container for the plant, and plant the aloe as you would any other plant. Water it,and move it into a shaded area until your sure the plant does experience shock. Once it is stable move it into a location that with several hours of direct sun.
