Growing Up, Not Out

I have had night blooming Jasmines for years now.. but I have trouble getting them to grow out. I always get 2-4 stalks that grow really tall and then nothing. I love my Jasmine, but I am afraid it's dying from the bottom up. The stalks lose their leaves at the bottom and get very woody and just grow up and get new leaves at the top. Can anyone help with this? I want it to be hearty. I am also growing it in a pot, since I do not have a yard and I live in DC. Any advice would be appreciated! Thanks!
