Galls:

There are many different insects that are the source of galls. For example, midges, beetles, wasps and aphids can form from this garden pest. Bacteria and viruses also produce them. The leaf galls will appear as the edges of the leaves shrivel or curl up

Your ornamental garden can be target to more pests than ones mentioned above. They may include:
