chinese star jasmine wont grow

I removed pavers at the base of 2 pergola posts and planted star jasmine under the posts in good potting mix and compost. Neither of them have grown a single leaf although the plant is not dying. This morning however I noticed a milky white substance coming out from the top woody branch and white stuff on the leaves. What is wrong?
